DIGITAL TRANSITION of Public Administration

NORTE+DIGITAL Project

 

 

Portugal’s Regional Coordination and Development Commissions (CCDR) are responsible for regional development and community funds and support local authorities and associations. They act as the main interlocutor with citizens and their organisations to ensure a closer relationship.

The digital operation of the CCDRs makes a decisive contribution to fulfilling their mission and responsibilities. It provides more and better services, bringing them closer to local authorities, associations, and organisations and, fundamentally, to citizens.

 

A set of measures was identified based on a diagnosis of the levels of digitalisation and dematerialisation that support the functioning of the Northern Regional Coordination and Development Commission (CCDR-N) carried out by the University of Minho. These measures aim to transition to a fully digital and dematerialised operating model that serves all its stakeholders better.

 

WellAdvisedCo is proud to have collaborated with the Northern Regional Coordination and Development Commission (CCDR-N) in the preparation of the NORTE+DIGITAL application to Notice NORTE-62-2021-35, entitled “Operations for the Capacity Building of Decentralised Public Administration”, to modernise and empower public services in the Northern region of Portugal, promoting the efficiency and quality of services provided to citizens and businesses.

 

Our consultant specialised in innovation and digital transformation worked closely with the CCDR-N and aligned with the Diagnostic carried out by the University of Minho, to identify the specific needs of decentralised public administration and develop solutions adapted to contemporary demands.

 

The overall objective of the NORTE+DIGITAL project was to contribute to the digital transformation in Public Administration and, more specifically, in CCDR-N as a Decentralised Public Administration entity. This contribution aims to reduce context costs and improve the quality of public service provision, leading to an improvement in its performance and its ability to respond to the needs of citizens and businesses, promoting significant improvements in the transformation of operational and management processes and, consequently, in the provision of more digital public services that create a positive disruption in the relationship with citizens, businesses and other institutions.

 

The approval of this application reflects WellAdvisedCo’s commitment to contributing to the digital transformation of public administration, in line with national and European strategies for modernising public services. This project was approved, having co-financed around €700K from the EU/ERDF fund for NORTE 2020, and began in 2021.
