CANTANHEDE 2035

 

Creation of an integrated strategy for the municipality of Cantanhede for territorial positioning and long-term sustainable growth

 

 

The WellAdvisedCo senior consultant joined Deloitte’s team to create the Cantanhede 2035 Strategic Development Plan, a structural project for Cantanhede Municipality and the Beira Atlântico Parque Association (ABAP). The work aimed to develop a comprehensive territorial development framework with a strategic vision projected to 2035, establishing a participatory strategic planning methodology and implementation roadmap for integrated territorial transformation.

 

The Challenge

Cantanhede Municipality faced the need to develop a long-term strategic vision that would maximise its territorial, economic, and social potential in a context of increasing competitiveness between territories. The challenge centred on creating a strategic plan that integrated multiple dimensions, from environmental sustainability to economic competitiveness, ensuring territorial cohesion and improving citizens’ quality of life. It was essential to create a planning instrument that was simultaneously ambitious and operational, capable of guiding investments and public policies for the next decade.

 

 

The Strategic Solution

The team designed a strategy architecture supported by five pillars that encompass five strategic dimensions, sustaining the entire strategy: InfrastructureTerritoryPeopleEconomy, and Environment. On these pillars, the team defined strategic accelerators to expedite the implementation of the strategy, enabling the establishment of 15 operational Programs, composed of 32 initiatives.

Methodological innovation – Strategic Accelerators: The accelerators function as catalysing mechanisms to expedite the achievement of long-term strategic objectives, creating dynamic intersections between the five development pillars. This approach transcends traditional strategic planning by generating multiplier effects through eight integrated vectors: Leadership, Innovation, Investment, Talent, Synergy, Prosperity, Inclusion and Sustainability.

Development methodology phases:

Phase 1 – Territorial Analysis and Diagnosis:

  • An extensive collection of socioeconomic and territorial data, including municipal and regional characterisation
  • Analysis of strategic sectoral plans and existing strategic documents
  • Stakeholder consultation with economic actors, local government, business associations and educational institutions
  • Comparative characterisation with parishes, neighbouring municipalities and supra-municipal context

Phase 2 – Strategy Construction:

  • Definition of municipal vision, mission and intrinsic values through a participatory process
  • Identification of central development dynamics and priority intervention areas
  • Structuring of strategic partnerships and assessment of the technical and financial feasibility of proposed measures
  • Articulation with regional, national and international strategic objectives

Phase 3 – Operationalisation and Implementation:

  • Priority Strategic Programs are organised by increasing complexity and territorial impact
  • Definition of sectoral and global objectives with entities responsible for implementation
  • Establishment of monitoring indicators and financial structure for implementation
  • Operational roadmap with integrated timeline and governance system for execution
